The Kansspelautoriteit (KSA), the Dutch gambling regulator, has levied substantial fines against three companies for persistent promotion of illegal online gambling. SBM Holding Group, Sun Block Media Labs 2.0, and JEF Holdings are each facing weekly penalties of €75,000 (approximately $87,685).
This enforcement action stems from the companies’ continued advertising of unlicensed gambling operators through the website CasinoScout.nl. While the site initially adhered to regulations by only advertising licensed providers, a shift in ownership led to a reversal of this policy. Following the change in ownership, CasinoScout.nl resumed promoting illegal gambling platforms, ignoring subsequent warnings from the KSA.
Despite formal warnings from the KSA, the companies failed to comply. This non-compliance prompted the regulator to initiate action to remove the domain from the internet. Although initially taken offline, the site reappeared, employing an IP block to prevent access from Dutch users. However, investigations revealed the continued promotion of unlicensed gambling activities.
Further complicating matters, the KSA’s investigation uncovered a link between CasinoScout.nl and besteonlinecasinonederland.com, another website owned by the same three companies and also advertising unlicensed gambling services. Consequently, the fines extend to all related online platforms controlled by the implicated entities. The penalties aim to deter similar infractions and underscore the regulator’s commitment to combating illegal online gambling operations.
Regulatory Successes
The KSA’s action comes amidst positive developments in the Dutch online gambling market. The regulator recently reported that a significant 93% of Dutch players now utilize legal online gambling platforms. This encouraging statistic is attributed to the implementation of stricter consumer protection regulations. The KSA has also expressed satisfaction with the results of a recent ban on sports sponsorships by unlicensed operators and shared findings highlighting the effectiveness of enhanced player protection measures.
