The Irish Gambling Regulatory Authority (GRAI) has released comprehensive licensing guidelines, paving the way for the launch of a new application system later this year. These guidelines, accessible on the GRAI website, detail the application procedures and requirements for businesses seeking gambling licenses in Ireland.
The initial phase will concentrate solely on business-to-consumer (B2C) applications for both online and land-based operations. Applications for business-to-business (B2B) entities, charities, and philanthropic organizations will be processed subsequently.
The guidelines outline a mandatory 28-day Notice of Intention period, informing the GRAI of impending applications. They also specify the necessary documentation and associated fees. While a precise launch date remains unannounced, the GRAI remains optimistic about commencing the licensing system later this year.
Until the new system is operational, operators are advised to continue applying for and renewing licenses through the existing Revenue Commissioners’ framework under the Betting Act of 1931 and the Gaming and Lotteries Act of 1956. Lottery license applications will remain under the jurisdiction of the District Courts and An Garda Síochána until the new system is implemented.
Furthermore, the GRAI intends to release guidelines shortly for certification laboratories involved in product testing and standards verification. The authority has also been actively engaged in international cooperation, recently concluding its third Memorandum of Understanding with European counterparts to enhance regulatory oversight.
