The Philippine Amusement and Gaming Corporation (PAGCOR) has rejected calls for a complete ban on online gambling, instead proposing stricter regulations to combat illicit activities and bolster player safety. PAGCOR Chairman Alejandro Tengco argued in a One News interview that regulation is a more effective approach than outright prohibition.
Significant Revenue and Social Impact
In 2024, online gaming generated approximately PHP 50 billion (US$855 million) in revenue for PAGCOR. A substantial portion of these funds – half the total – is channeled towards crucial social programs, encompassing healthcare initiatives, sports development, and drug prevention efforts.
Enhanced Player Protection Measures
To strengthen protective measures, PAGCOR is integrating artificial intelligence into its operations. This technology will monitor player behavior, promoting responsible gaming practices and verifying player identities. Mr. Tengco explained that accounts exhibiting excessive losses or unusual spending patterns will be subject to scrutiny and potential suspension.
Advertising Controls and Support Services
PAGCOR is also implementing tighter controls on advertising. A partnership with the Ad Standards Council, formalized on July 16th, will extend regulations to encompass billboards and digital advertisements, including those broadcast during prime-time television slots (5:30 PM to 8:30 PM). Furthermore, PAGCOR plans to establish a 24-hour helpline providing counseling services to individuals grappling with gambling-related issues.
Collaboration and Regulatory Updates
PAGCOR is collaborating with the Department of Trade and Industry and the National Telecommunications Commission to address concerns regarding pre-installed casino applications and targeted digital marketing aimed at minors. Concurrently, the Department of Finance is developing a revised taxation framework for online gambling, with details to be released shortly. The Bangko Sentral ng Pilipinas has likewise announced forthcoming guidelines for banks and e-wallet providers, mandating the adoption of measures to mitigate online gambling-related risks.
