Romania’s National Audiovisual Council (CNA) has implemented a comprehensive ban on celebrity endorsements in gambling advertisements. This prohibition encompasses television, radio, and online platforms, taking effect on October 6, 2025. A three-month grace period has been granted to allow gambling operators to adapt to the new regulations. However, the ban notably excludes outdoor billboard advertising, as this falls under the purview of parliament.
Public concerns have arisen regarding the CNA’s definition of “celebrity.” In response, CNA President Valentin Jucan explained that the regulator will adopt the same criteria used by gambling companies when selecting celebrities for their advertisements.
Jucan further stated, “We are fully committed to these provisions and aim for self-regulation within the gambling, pharmaceutical, and dietary supplement sectors. This co-regulatory approach is essential for creating a society that operates according to the standards of many developed nations.” He added that the decision was supported by research and two years of deliberation, and the council is prepared to defend it legally.
This move follows similar actions internationally. In May, Kenya also prohibited gambling advertisements featuring celebrities and influencers. Latin America has witnessed comparable developments, with Brazil introducing new advertising laws targeting athletes, influencers, and celebrities in May. Recently, Argentina sanctioned sixteen influencers and celebrities for promoting unlicensed online gambling platforms.
