Romania Bans Celebrity Gambling Ads
Romania’s National Audiovisual Council (CNA) has implemented a comprehensive ban on celebrity endorsements in gambling advertisements. This sweeping prohibition encompasses television, radio, and online platforms, taking effect on October 6, 2025. A three-month grace period has been granted to allow gambling operators to adjust to the new regulations. However, the ban notably excludes billboard advertising, as this falls under the purview of Parliament.
## Defining “Celebrity”
The new legislation has prompted public discussion regarding the CNA’s definition of “celebrity.” CNA President Valentin Jucan addressed these concerns, stating that the regulator will employ the same criteria used by gambling companies when selecting celebrities for their advertising campaigns.
## The CNA’s Stance and Future Goals
President Jucan further emphasized the CNA’s unwavering commitment to the new regulations, stating, “We will not compromise on these provisions. Our aim is to encourage self-regulation within the gambling, pharmaceutical, and dietary supplement sectors. This co-regulatory approach is vital for creating a society that aligns with standards found in many developed nations.” He also confirmed the council’s preparedness to defend the ban in court, citing extensive research and two years of deliberation as the basis for the decision.
## Global Trends in Gambling Advertising Regulation
Romania’s move mirrors similar actions taken internationally. In May, Kenya also prohibited celebrity and influencer endorsements in gambling advertisements. Latin America has seen similar scrutiny, with Brazil enacting new advertising laws targeting athletes, influencers, and celebrities in May. Furthermore, Argentina recently sanctioned sixteen influencers and celebrities for promoting unlicensed online gambling platforms.
